Message from DAPH Chair
 
 
Welcome to the final scheduled newsletter of 2013 and I would like to take this opportunity to thank everyone for their contribution and support towards the work of DAPH during the year.
 
This Autumn term has been a particularly busy period for DAPH, kicking off with the School Funding consultation events in September, the HR Briefing event on the new Teachers Pay Policy, our Annual conference at Saunton and the launch of our first School Based Research Project "Closing the Gap".
 
We held the first of a series of MP Briefing events at Okehampton to lobby local politicians on a fairer funding settlement for Devon Schools and further events are planned for January 2014. Please help us to reinforce these important messages by attending your local event. Meanwhile in February, as DAPH Chair, I have been asked to speak at the forthcoming f40 National Conference "The National Funding Formula – the final push for a fairer system" in Westminster, London which will be attended by a number of political and influential attendees.
 
Last week we hosted a meeting of Devon primary and secondary headteachers with the Shadow Education Minister Kevin Brennan MP to discuss Labour's proposals for its Education Policy; picking up on issues such as school structures, curriculum, funding, standards, assessment and leadership development. Click here to view a summary of the discussion points.
 
The work of DAPH will continue into 2014 with safeguarding placed very high on the agenda. School representatives sit on at least 4 of the main Groups which are overseeing the work streams and action plans responding to the most recent Ofsted inspection of DCC's arrangements for safeguarding children.
 
Following our Safeguarding feedback questionnaire which was sent out earlier this week, we have received over 60 responses which all reveal consistent issues and concerns primarily around threshold levels, time delays or lack of communication following case referrals and, above all, resourcing levels within Social Care.
 
Thank you to everyone who gave up some time to submit comments which provides us with some robust evidence on the current perspective within schools. We are in the course of collating this information which will be submitted to the Devon Children's Safeguarding Improvement at the request of its Chair Professor Ray Jones in readiness for the next meeting on 17th December.
 
DAPH will continue to keep you advised as to progress but in the meantime the DCC webpage "Keeping Devon's Children Safe" has details of the LA response including News and Updates and links to the rolling Action and Improvement Plan work streams.

*** School Funding News ***
 
 Local Learning Communities Funding 2013/14
 
Schools Forum (DEF) will need to consider and approve the allocation of any DSG under spend carried forward from 2013/14 into 2014/15. The expectation is that any LLC under spend is carried forward as the spend profile is over an academic year rather than a financial year, taking the funding through to August 2014.
 
Under the new Schools and Early Years Finance Regulations the allocation of centrally retained combined budgets, such as LLC budgets, are considered annually by the Schools Forum. At this stage we are not able to confirm the LLC budgets for 2014/15, or what the profile of the spend is likely to be, but if all things remain the same, the process expected for 2013/14 into 2014/15 will be repeated.

 Confirmation of pupil premium allocations for the 2013 to 2014 and 2014 to 2015 financial years
 
 David Laws MP has today confirmed the pupil premium final allocations for the 2013 to 2014 financial year and pupil premium allocations for the 2014 to 2015 financial year. The figures for 2014 to 2015 use early pupil data and will be updated when final pupil numbers are confirmed. Read more ....

Applications for the next round of £3M Support Fund for Service Children in State Schools, who have 5 or more service children in their school, are now open. Click for the Fund Application Pack.

DfE Guidance on School Information Regulations
 
 
From September 2012 regulations no longer require schools to publish a prospectus and have a curriculum policy, thus avoiding duplication of effort, and unnecessary cost. Instead, schools will be required to publish key information online.

Religious Education: realising the potential
 
A recent Ofsted Report stated that the potential of Religious Education (RE) was not being realised fully in the majority of the schools surveyed for the report.
 
NATRE have produced a helpful 10 point plan for schools on how to make use of the report findings and Babcock LDP also offer a RE Health Check.
