Youth Services Consultation
Follow this link to a short briefing on proposals for the future of youth services in Devon.

The proposals signal a significant shift in the current Devon Youth Service from a universal to a more targeted service backed up by support to the voluntary and community sector or others with an interest to deliver more universal provision.
The Public Consultation on these proposals opened on 3 February and will run until 27 April 2014.

Universal Infant Free School Meals
Yesterday, the Department for Education issued advice to help understand schools' obligation to provide free school meals to all pupils in reception, year 1 and year 2.

This departmental advice applies to LA maintained schools, academies and free schools and provides information on:
  • eligibility
  • food standards
  • funding
It also sets details of the implementation support available for schools and the impact of the policy on the pupil premium.

Meanwhile, Martyn Boxall, DAPH Chair and DCC Cabinet Member for Schools, Will Mumford have written a joint letter to Michael Gove MP urging him to get on with his consultation on the fairer funding formula he has pledged to introduce after the General Election next year. You will be familiar with the arguments in the letter which can be used when lobbying your MP or other opinion formers.

Proposed Teachers' Industrial Action:
26 March 2014

The National Union of Teachers (NUT) have balloted their members over strike action. The industrial action will be for one day and is to take place in the South West on Wednesday 26 March 2014.  Click for guidance from the Local Authority.

Growth Fund
The Growth Fund criterion has been revised as of January 2014 and has been approved by Schools Forum and the Education Funding Agency. Basic need growth allocations for 2013/14 have now been finalised and processed in CLASS. Schools that have met the criteria will shortly be contacted directly by email. The two documents can be read via the Education & Learning website:

Schools will have received a letter before half term regarding details of services available from DCC, costs for 2014/15 and the process for notifying us of your subscription choices.

Procedure for notifying the Local Authority before removing a child from school roll

In accordance with The Education (Pupil Registration) Regulations, 1995 schools are required to inform the Local Authority before removing a child from their school roll, except at normal transition. Read more .......
Safeguarding and Child Protection Updates

Disclosure and Barring Service Policy – Updated February 2014 (previously CRB Disclosure Policy)
The updated policy is now available to download from the Source for adoption. The policy has been streamlined and shortened for ease of use, and revised to reflect legislative changes (e.g: The Protection of Freedoms Act) and the new on-line procedure that has been in operation since last year. Devon Safeguarding Children Board (DSCB) - Early Help Updates

Schools Communications Website
The new schools communications website which is available to all to LA Maintained, Academy and Free Schools in Devon has recently been re-vamped with input from DAPH and following feedback from schools. The main changes are around the categorisation of listings to enable greater focus around topic, target audience and action required as follows:
  • Subject area - allowing users to focus in on topics specific to their individual role in school and to be able to sift items e.g. course availability.
  • Target Audience/School Type - to supplement above but noting roles may vary in individual schools. There is also now a subscription service where schools can sign up for alerts. (Note: target audience is suggested only as roles within individual schools may vary.)
  • Action Required - in an attempt to move away from everything being marked "urgent" this field will provide an indication as to whether action is required and by when (date) or if the listing is for information only or guidance etc.
 An electronic message alert and reminder will be sent to the existing e-mail address held on file every Wednesday morning during term time. This is usually the Admin address but if you wish to receive direct notifications, for example around School Leadership you can subscribe to e-mail alerts here.
Feedback on the School Communications website is most welcome and can be submitted on-line.
