SEACS (Sustainable Energy Across the Common Space)
Free Teachers' Event – 25th October
Part funded by DCC, this event will provide the opportunity to engage with other schools and share practical resources and details of other schemes and initiatives involving environmental education from both the UK and Europe.
High performing Exeter primary chosen for national role supporting schools

Tracy Hannon from Wynstream Primary is one of only 96 headteachers to be appointed to the role of National Leader of Education in the latest recruitment round.
It comes just months after inspectors from the school standards agency judged every aspect of life at Wynstream to be outstanding.

SEN Mainstream Funding Review 2013
 Four focus groups were convened in the Summer term covering schools in differing situations regarding SEN and its funding.
The aim throughout was to try and develop mechanisms which will ensure that the school budget shares have an appropriate amount to enable them to contribute to the costs of the whole school's additional SEN support arrangements, up to the new mandatory cost threshold of £6,000 per pupil (Element 2).

A Pupil premium download is now available on the Key to Success website which provides schools with a list of pupils who were on roll at the school in January 2013 and are eligible for the pupil premium in the 2013 to 2014 financial year.

The DfE Consultation on Primary Assessment and Accountability is still open and will close on 11 October 2013.
Babcock LDP have produced a useful briefing paper which summarises the proposals within the consultation and potential issues arising. Schools are encouraged to respond to the consultation as it covers so many important areas. Please feel free to use the content of the briefing paper as the basis of your response and note that it is possible to respond in i.e. to selected questions rather than not at all.

Update on TISP Review
Following consultations with schools, Babcock LDP will soon publish a revised TISP programme.  The revisions have been made to respond to changes both locally and nationally to the school improvement agenda. The programme will continue to focus on the challenge, support and monitoring of schools in Devon.  The key aim will be to support the Devon objective that all schools should become good or better within three years. Feedback from LA Working Groups and Statutory Boards
When attending meeting of DEF sub-groups and other statutory or working groups, DAPH Representatives also provide a summary of key messages and issues affecting the primary phase.

Safeguarding Updates
At the end of the summer term and over the course of school holidays DAPH was copied into correspondence and Action Plans arising from the DCC Ofsted Inspection Report on Child Protection. Whilst some of the documents contained in the links below are dated we still feel that it is appropriate to share them with you.

Meanwhile, DEF Members of the DAPH Executive have sought a progress update at the forthcoming DEF meeting on 16 October and we have recently met with the newly appointed MASH lead - KAren Morris, Senior Manager, Early Help and Access to share our ongoing concerns over MASH enquiries and referrals from schools.

Martyn Boxall, DAPH Chair is also due to meet with the new DSCB Chair, David Taylor on 19 November 2013.

DSCB - New Chair Appointed
David Taylor has been appointed as the new Independent Chair of Devon Safeguarding Children Board (DSCB) . David also chairs the Torbay Safeguarding Children Board. The DSCB has responsibility for coordinating and scrutinising the effectiveness of services being delivered to children and young people across Devon.

SEND Pathfinder Update

Please do take the time to read the latest SEND Pathfinder Briefing above, which includes an update from Jo Evans the DAPH Representative, staff training dates for North Devon, an update on the Devon Assessment Framework (DAF) consultation and SEND pilot progress. Further information including New SEND Information PAcks are available on the Devon SEND Pathfinder Website.
 The School Admissions Team and In-Year Admissions
Last term, LA Maintained schools will have received a copy of a letter from Sue Clarke, Head of Education and Learning, about school admissions.

It sought to allay fears and correct some misunderstandings over the role of the LA and the School Admissions Team over the next academic years particularly for in-year admissions. The Admissions Team will continue to co-ordinate applications for Devon schools and there is no requirement for new arrangements, new application forms or to employ additional staff.

The admissions policies for the LA and for own admission authority schools have been set for 2013 and 2014; they remain in force and will be honoured. The LA will be consulting on continuing this service to schools and parents at the next annual consultation. This includes the presentation of school appeals for VA schools where schools do not wish to present them.
If colleagues have any queries or concerns over conflicting advice or simply wish to discuss admissions, especially where a school is its own admissions authority, you can contact the Admissions Team for advice and support by e-mail or telephone  or 0845 155 1019.
